Is it possible to contact PayPal about a bug in their web page?

Each time that I log off I know that I won't be accepted when I try to log in again.

Three times now, I've gone through the routine of proving my identity and changing my password. Each time it rejects the use of an earlier password, which means that the computer still knows the passwords that it has decided to reject. So, I need to create a new password each time, and it redirects me to my account after accepting the new password.

But it won't accept the new login again. How can I tell PayPal about the bug?
