IPN not available on my account

Hi everyone, I'm developing a web application using IPN. When I log into my account and go to Login into your PayPal account
Go to Profile & Settings
The "My Selling Tools" item is not available. Why? Do I need a business account? With the developer account I can't. Can you help me?
