IPN Simulator - no input form

At the IPN Simulator page I enter a valid URL in the IPN handler URL field and I select Express Checkout in the Transaction Type field.  An input form should appear but none does.  The URL is https://mysite.org/cgi-bin/paypal_listener.php   If I place the cursor after the URL and hit Enter I get the message"IPN was not sent, and the handshake was not verified. Review your information"

Happens on Chrome and Firefox.  

I don't see this problem addressed on Stack Overflow or Reddit or anywhere.  Any ideas on how I can get the form to appear?

They can look into this further for you and see what more can be done here to help.

Is this a difficult issue to resolve?
