I am dissatisfied with a purchase using paypal account

I ordered a flower arangement for my sister from a merchant that did not deliver on the day they said they would.In fact not for 3 days after the day they said they would deliver.I got no help from the people at the business.They said they could onlt give me a $10 discount! I want my money back.I used my paypal account.can you help me? I reviewed the company on Consumer Affairs site,and was appauled to see all the negative reviews against the company.I wonder how they are still in Business.I also feel that I should have looked at the reviews before using this company,however,now,that is not the point.Since this is a community listing,I hesitate to use the company's name. But would appreciate any help. The issue was December 23rd 2017
