How can I create a new app?

Hi all
Am trying to create an app in order to test the sandbox in my laravel site but it keeps asking me to check my email for confirmation. I have already confirmed, logged out and logged in but paypal sites keeps asking me the same things so am unable to create app.

Is there anything am not doing correctly?

What keeps asking you to verify? Where is this happening?

Did you create a sandbox account through developer.paypal.com? Are you able to login with that account at sandbox.paypal.com?
