On the website https://naturamarket.ca/ when you enter billing address that is not the same as PayPal billing address and proceed to checkout thorough PayPal webapp, it declines transaction giving "declined due to fraud" message. I am looking for a way to replace this message with a more meaningful one (e.g. incorrect billing address), can it be done through Magenta or somewhere else?

That question be best answered by the Magento tech support to be honest.
They programmed your shop and should know where to adjust it.
From a programming point of view: as long as you evaluate the API response, you can control the displayed message on your own website.
