Getting issue with RECEIVING_PREFERENCE_MANDATES_MANUAL_ACTION.

Hi there,

I have setup my drupal commerce with two currency US Doller and Canada Doller, Payment processing normally with US Doller, but with Canada Doller getting error -
The PayPal payment is pending. Reason: RECEIVING_PREFERENCE_MANDATES_MANUAL_ACTION.

I have change settings in sandbox account, but issue still there with CAD orders
