Error creating Merchant account

Well i have been trying to create a new merchant account to test my payouts for a day now. I tried creating account manually as well as pre-configured. But after creating the account, it's status never changes to complete. It keeps  on showing "processing" and then it changes to "error". I've tried everything from giving a very strong password to changing amount in account. I googled this problem and tried their solutions as well. It would be nice if any one can guide me through the procedure.

This issue should now be resolved and account creation should work as expected.

If you need me to "repair" any account stuck in "processing" or "error"status, please let me know the email addresses of the affected accounts.
