Enabling Reference Transactions

I want Enabling Reference Transactions in my sandbox testing accounts.

Using woocommerce subscriptions but I have heard that I may need to contact paypal to enable something called "PayPal Reference Transactions for Subscriptions",

I need the merchant ID for the sandbox account on which you wish to have reference transactions enabled.

Using mobilecause, needed to set up reference transactions with paypal. Submitted email to paypal with no response back. Called and each person spoke with didn't even know what it was. Completed unhappy with them. All in all, after much time on hold, and person after person, no success. My only option now is to NOT use paypal for transactions which you would think they would want and try to hold onto customers.

I would also like to have Reference Transactions enabled in my sandbox testing account.
And the account ID is YZSTSXFFA7L5N  for the sandbox merchant account.

I tried to send the email but the form would not submit <removed>.
