Enable reference transactions for woocommerce subscriptions

I need to enable reference transactions for my sandbox account ZS4MXPKXB9ZDG as well as my live business account.

Hello,

Reference transactions are enabled on your sandbox account.

For production account enquiries / requests, you would need to contact our customer service team.

Hi, I need to get this enabled on my account, but am having little luck from PayPal customer service.  Can someone advise/assist me in getting this set up?
