Hello,

Thank you for posting to the PayPal Sandbox Community.

Usually when you receive this error message it is because your PayPal Sandbox account is not enabled for Pro.

These are the steps for enabling your Business Sandbox Account for Pro:

Here's how to enable PayPal Payments Pro on a Sandbox test account:

  1. Log in to your PayPal Developer account.
  2. At the top of the page, click Dashboard.
  3. Click Accounts under Sandbox on the left side of the page.
  4. Click view edit profile under Manage Accounts for the account for which you would like to enable Payments Pro.
Note: Only Business accounts can have Payments Pro enabled.
  5. Click Upgrade to Pro.
  6. Click Enable.

Once you enable Pro on the Sandbox Account you should be able to process direct credit cards on Sandbox.

If you cannot upgrade your Sandbox Account to Pro, please comment your Merchant ID and I will look at the back end logs.

Thanks,

Jennifer
