Hello,
The account was created in 2015 and appears to have a "pending" application for payments pro which I don't have the ability to approve within our sandbox environment.
Please create a new sandbox business account using a unique email address, upgrade the new account to payments pro and it should work for you as expected.
Let me know of any issues - Thanks !
