Developer - Sandbox repeatedly asks for credit / debit card, filling it in does nothing

I'm at a loss here, I have created a new account, tried going through the checkout process in incognito, nothing seems to work
It was working before, nothing has changed, even tried creating new accounts but every time I log in to sandbox it redirects me to add a card, i input the info and it appears to just refresh the page, no errors thrown, no cards added. I'm unable to test whether or not the paypal works

We're aware of this issue and have requested our developers to start an investigation into the issue.
I'll pin this thread to the top of this forum and will update the thread once I'm made aware the issue has been resolved.
I cannot share any timeframe for the expected resolution of this issue.
