Developer Account confirmation email not sending

When trying to enable subscriptions and Paypal payments services in the Developer Dashboard, it asks for the email to be first confirmed:

"This permission is disabled until you verify your email address."

 

When requesting a confirmation email, no email gets sent.
I've tried this multiple times, and tried with different emails, the verification email never comes.

Hello,

Is the email address on your production PayPal account confirmed ?

Is the account status showing "verified" ?

If you haven't confirmed your email address or if your account hasn't been verified, it is expected to receive this message.

Confirm the primary email address on your production account and complete the verification process to resolve this issue.
