DPRP is disable for this merchant

Hi,

Please help this is my 5th mail regarding DPRD but no soultion I recieved .This issue is not from my code this is pay pal account configuration issue.Help me guys why I am getting this message when I am going for credit card payment.It is working when I select Pay pal payment option but when I select credit It is showing DPRP disable issue.
