Customer cannot pay because sandbox is active on cart checkout.

Customer cannot pay because 'sandbox' is active on cart checkout. How do I go live? I do not want sandbox mode.

I have switched the sandbox to 'LIVE' in the developer dashboard but this has no effect and appears to reset to 'sandbox' when I log off.
