Credit Card payments via Rest API

I've implemented functionality to use PayPal payments in my Salesforce application. But, unfortunately, since 21 of February, it stopped working as expected. Salesforce gives me "Read time out" exception and Postman also shows "500 internal server error". 
What is the reason?
Maybe credit card payments are not working at all?
