Creating Sandbox test Personal account(US) Error

Hi, 
I have a problem to create Sandbox Test Personal Account with US and keep getting the error message like "Something went wrong. The sandbox account could not be created. Please try again.  If you wish to report this error please include the following error id: d1118abd9ac24" . If I tried to make new test Personal account with Canada or new Business account with US, it works. It happens only when I try to create a Personal account with US. 
Does anyone know why it happens?
