Cannot create sandbox accounts

I do have problems with creating the buyer and faciliator accounts in my sandbox. 
As I want to test an apps integration of paypal i need these 2 accouts. 
The accounts that are created automatically do not work and if I want to create a new account i get an error.

Please share the error id shown on the account creation page when you attempt to create an account, so I can review the associated logs.
