I'm trying to create new sandbox account but I receive error as status always.
So i cant create REST API App

Hello,
There currently does appear to be an issue if you attempt to add a card whilst creating an account. Try creating the account without adding a card and see if that resolves the issue.
We're working to resolve this issue as soon as possible.
