Cannot Access The Sandbox

I logged onto the development site and updated the passwords on my sandbox accounts. After that, I went over to sandbox.paypal.com and have not been able to log into the sandbox to test either my buyer or seller account. I get an error message that says "It looks like you've tried too many times. Try again later, or reset your password."  I cannot update my password because it's a dummy account. When I log into developer.paypal.com to update the password on the sandbox accounts there and try to log in it still doesn't work. Can you please help me to reset my sandbox accounts so I can log into the sandbox so I can test my online store's payment method?
