Can we not get a sample response from sandbox

I'm using this from the api docs using the right Auth token...

https://api.sandbox.paypal.com/v1/payments/payouts/FYXMPQTX4JC9N

The response I get is...

"name": "INVALID_RESOURCE_ID",

"message": "The requested resource ID was not found",

How are we test responses if the sample ids don't actually work?
