Can't set state of sandbox user for testing sales tax?

I am trying to test the automatic sales tax calculation when using a Pay Now button and the JavaScript SDK.
The first sandbox user I created last week has a default has a 1 Main Street, California address. I can't find an option to edit the address for the user.
I just tried creating a second user, and I don't see any options to choose a different address.
What are the steps to set the user to a different state?
