Can't delete sandbox apps

Seems like my account is fragged, on developer.paypal.com
I was trying to set things up for webhook integration, for whatever reason I could not get a webhook received (but I was getting webhooks from the simulator.... )
Figured, okay fine, will just delete and recreate a new app and try again (ie turn the off and on again...)
Found out when trying to delete the apps, or accounts I've made, I get paypal error messages.
Thoughts anyone, on how to get back to level ground?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
