Best way for Automatic billing payments

I want to implement the possibility of payment with PayPal.
The objective is for users to choose among the 3 available plans and be charged monthly.
Also apply an extra if they buy services that are not included in the plans.

I can not implement the "Automatic Billing" button because it is not available in Europe. Also I can not even prove it in the Sandbox because I need authorization.
What options do I have to integrate a button like that?
With Braintree it's pretty weird since I need to process information on my server.

Is not there a simple and fast option?
Some payment gateways use PayPal Adaptive Payments but it is not clear if I also need explicit authorization from PayPal.
