I am getting the following error with my sandbox: 10548-This transaction cannot be processed. The merchant's account is not able to process transactions.
sandbox username: billing.sandbox_api1.ednardtech.com

You may want to contact Tech Support for Sandbox issues. There's a link at the bottom of the page that says "Contact Support".

Support for sandbox issues can be requested here, that's why we created the sandbox forum on PayPal community.
The "10548" API error is a known issue, please see the thread pinned to the top of this forum for further information.
