What does total_cycles: 1 represents while creating a subscriptions?

Hi,
We are trying to create a one-time fee subscription where a user will be charged a fixed amount during sign up. It is possible to create a limited billing cycle of 1 via PayPal UI or define total_cycles: 1 in the API (https://developer.paypal.com/api/subscriptions/v1/#plans_create).
My question is does the total_cycles value mean that users will only be billed once during sign up? OR, does this mean that users will be billed twice (once during sign up and then for another month)?
