Want to buit a payment system on my website

Hi, i want to built a payment system on my website where i am middle man between buyer and seller ..when buyer pays to seller it goes to my account and then when product is successfully delivered to buyer by the seller .then the buyer has option to inform me and then i will transfer the amount to seller....is this possible in PayPal integration on my website ?...let me know ..thanks in advance ...
