Using PayPal to pre-authorize future payments of variable amounts?

We are looking to integrate PayPal into a billing system that works like a subscription with variable amounts each month.
Is it possible to have a customer sign-up for future, pre-authorized payments to our company, and use be able to submit charges to their PayPal account for their balance due, which will be different every month?
I've never seen this feature in the PayPal UI and I don't even know what to call it for integration purposes.
We are thinking about using the .Net SDK for this, but don't know what the flow is and/or what kind of account we have to have.

Does a standard business PayPal account have access to this functionality or do you have to apply for their merchant account?
What feature(s) does this functionality require and is there a flow/example/code that shows how this setup works?
