Send the money to other paypal automatically

I want the app like below.

1. All users of this app have a verified PAYPAL account and the server has any paypal authentication information.
2. User1 create any question with any price(ex: $3) on the server.
3. Other users can see the question.
4. User2 answer to this question.

When the user2 answer to this question, the money of user1 will be payed automatically.

30%: Service. 70%: User 2

Is it possible?

If it is possible, how can I do?
