I’m trying to login to PayPal here over a public network on a Samsung tab a. Won’t work. Says I need to find a secure network. Is there a way around this? I would prefer not to use my phone as a hotspot. I know it works fine at home on my personal WiFi but I need to use public unsecured WiFi to take payments for a school fundraiser.

The only advice I can give is...if your home wifi service provider is such that it provides public and secure hotspots, go that route. Some providers have hotspots app so you can locate their nearest one. Usually the major service providers will have this.
Kudos & Solved are greatly appreciated. 🙂
