Got Http response code 403 when accessing https://api.paypal.com/v1/payments/billing-plans/.

I'm using paypal/PayPal-PHP-SDK: PHP SDK for PayPal RESTful APIs (github.com) for payment checkout and subscription.

 

Sandbox is working fine.

 

But when turn to live. Both checkout and subscription failed.

 

When I click checkout, below error will be shown:

We couldn't complete your payment for you. To get your payments working again, check your account or contact us

 

When I click check out below error will be shown:
