Got Http response code 403 when accessing PayPal Payouts

I'm trying to use PayPal Payout API to send money from merchant account to one Personal account and always got the following response:
"Got Http response code 403 when accessing https://api.sandbox.paypal.com/v1/payments/payouts?sync_mode=false."
I'm using:
Account Type: Business
Test Environment: Sandbox
App Payout Feature: Enabled
Development Environment: PayPal PHP SDK
API Used: Asynchronous call (create function) unlike other problems that I saw in the forum where the problem caused due to the use of a synchronised call (createSynchronous us) which is deprecated.

403 Forbidden | NOT_AUTHORIZED. Authorization failed due to insufficient permissions |
I request to please cross check whether your using correct sandbox API credentials or third party permissions.
Please refer the detailed integration guide link.
I recommend to check with PayPal Customer Service via this link (then choose at the bottom one of the contact methods - email or phone). They will be able to verify your account settings.
