why use English for your paypal account opened in French Polynesia?

the bank card must be a Visa issued in French Polynesia for your account.
credit card holder: name and first name identical to the open paypal account: name and first name above

I can't use French PayPal.

 Same account same credit card.

to have a paypal account opened in French Polynesia, you must be a resident there.
the language of this country is French /
why use english to write on the forum ?
