There is currently an ongoing and open ticket pertaining to this issue: past 1099-Ks are not displaying on the client's end (but can be seen on the PayPal side). This has been going on since Jan 11. If you cannot access your past 1099-Ks, please be sure to call and have your name added to this ongoing issue.
