can not download a detailed report of all your transaction activity for over 24 hours, status "submitted"

Waiting 6 hours for response. I can not get history downloads. This is impacting my customers for two days.

I got this response to my PayPal message to customer support 2 days later:

This is Jenina from PayPal Messaging and and I'll be assisting you today. I understand that you are concern regarding transaction status.

I see that the history was already downloaded yesterday December 1. Please check your inbox or statement to see the details of it.

My response:

This response is totally unacceptable. The initial reports NEVER were executed and the

subsequent reports took 12 hours to execute. PayPal is in denial that their systems are down.

You delayed your reply until you fixed the server problems so there was no evidence. This is fraudulent!

I see that now you are adding a disclaimer about 2-3 day delays or report failures: Your request is being processed.
We'll email you when the report is ready to download on this page.
In certain cases, it might take a little longer, depending on the time period and the volume of activity. 

So "a little longer" means 2 days or NEVER.

Same problem here. Download requests have been showing as "submitted" for three days. I contacted support via messaging and they managed to change the status of one of then to "download" so I could download.  But none of the others have changed and contacting support each time to get a download is totally unacceptable.    Also why doesn't PayPal admit there is a problem with their system?  I'm a long-time user (20 years) so I know how to download transactions. It's always worked; now it doesn't.

Tips: When downloading a large History Log, you may experience a delay.
Depending on server load, download logs can take up to 3-5 business days to generate.
We will email you when your file is ready to be downloaded.
Small logs are downloaded immediately and are not saved.

Me:
I typically download only 2-5 records/transactions per query. In the recent problem actions it took 2-3 days or failed.
I had expected the immediate submittal to reach completion. My assumption was that the server was down but there was no acknowledgement.

I apologize for the inconvenience this may have caused, William. I have checked our records and I don't see any record of our systems being down.
Nevertheless, I will submit your complaint so a team of specialists can investigate further regarding this issue in the system.

Me:

I have documented in these messages that indeed your server was "down". Your systems group delayed processing the queue of queries for days and deleted some submittals as the load overwhelmed your capacity. I worked as an IT manager for over 20 years and I know that documented "down" time for the servers is to be denied, as you discovered, as it is a primary indicator of organizational performance metrics. The usual response from customer assistance is "nothing is wrong on our end, just try it again later".
