Wrongly charged. Account now in negative balance.

I have been charged 293.55 on my account saying that my bank reversed the funds. Upon contacting my bank, they informed me that there has been no such reversals done from my account from their side. Now I can neither link any bank account To PayPal, nor pay this amount directly using my debit card. PayPal has stopped all forms of direct customer support and no help is available in resolution center. This is low blow from PayPal and also such a shameful act.
