I'm also having this issue. Support is almost impossible to get in touch with. I'm very annoyed because, if it weren't for missing this form, I would have filed my taxes weeks ago. My address changed and it took two months for them to figure out how to change it under my banking/'business"/tax info. They told me that if I hadn't received my 1099 that I would need to contact PayPal. I don't understand why this information isn't available online. I shouldn't have to jump through so many hoops to get information that they are legally required to provide me.
