QuickBooks insists PayPal has Error 108

My QuickBooks Online app has reliably downloaded transactions from PayPal for several years. Today, however, it blames Error 108 for failing to connect. It suggest there may be a message at PayPal about something I need to handle.

 

There's noting in my Message Center or anywhere else I can find in my PayPal account that requires my attention.

 

How can I "fix" QuickBooks or PayPal so I can continue automatically downloading PayPal transactions into QuickBooks?
