Paypal wont help with missing item

Hello I'm trying to get some help. I ordered a PlayStation controller and the purchase was through processed thru PayPal. The tracking number I received said the package was already delivered but yet I still have not received my purchase. I've contacted PayPal and they will not do anything they told me I received my item. I contacted UPS who delivered the purchase who let me know that this purchase was delivered to 75th Avenue and Lower Buckeye I live off of 67th Avenue and Baseline it was even signed for by a whole different name that is not mine. UPS dug deeper and found out that tracking number is not under my name. Paypal will not do anything to help me what can I do I either want my purchase back or my money. The email of the seller is not even an actual email so I can't even email him.

You can get official documentation from UPS that the tracking number is fraudulent, file a law enforcement report (local pd or ic3.gov), pdf everything for upload to PayPal and appeal your case through the resolution center or by contacting PayPal customer service:

UPS is telling me that they cant give me anything to prove that tracking number is not associated with my address. They will verbally tell me its not but cant send me any documentation. Called a actual UPS store they told me they cant help me with that as well.
