Payouts and International tax forms for work done within USA

From what I understand, if an independent contractor is paid through Payouts, the payer (me) does not need to worry about sending a 1099-K or similar form since PayPal will handle that as the payment settlement entity.
However, what happens if the contractor is someone from outside the USA but is residing in the USA, for example on a student visa. If I'd like to hire a student who is a foreigner but residing in the USA, can I still pay them through Payouts and expect PayPal to handle the necessary tax forms? Is said student even able to receive Payouts without some sort of work visa? I know that Payouts can be sent to contractors who are living and working outside of the USA, but in this case the work would be performed within the USA.
