Non-U.S. Resident Tax Reporting

I am currently living in the US on a student visa. All transactions are received in USD and completed within the US. I sold some use clothing via Paypal. Since the the price add up to over $600, Paypal requested me for my tax information. However, I don't have a US taxpayer status or social security number so I can't fill out the form or sign up IRS personal account. The information I searched showed, "there are certain amounts that may be included on the form that are generally excluded from gross income and therefore are not subject to income tax. This includes amounts from selling personal items at a loss" According to the information, I know that clothing I sold are not taxable, but I don't know if I should report these amounts and transactions on the form. (However I can not file the tax form)
