Money request from a stranger who claims I owe him money.

Did someone have this situation? Yesterday this weird person I do not know sent me a request for $750 claiming I we him money for some fraudulent incident. I declined it obviously and then he sent me $0.12. I'm trying to report him but due to corona situation there's no response. Can I block him?

His name is David Striegel.. Maybe he's trying with more people.

I just got a request for $25 for a guy who said he was living in a friends car. Thank god there was an option to cancel request. I am totally freaked out that it actually was pending in my account and I have no idea who he is? How the heck did these people find our account? Is it possible they got info through something purchased on Amazon? Did you ever get any information from PayPal?
