Looking for more clarity on the Paypal Activity Summary Sheet for tax reporting

Can someone clarify these categories on the Year Summary for Account Activity

I am looking for fees associated with using Paypal as a merchant.

Under activity summary, it shows a category called Withheld, and also Releases....what is this referring to?
