Item returned damaged and with parts missing

An item I sold was damaged by the buyer and he convinced PayPal it wasn't in the condition I described it as and they forced me to refund his money, even though I sent PayPal the pictures from my ad which show no damage and pictures of the unit damaged by the buyer. In addition the buyer didn't return the remote or the power cord and I can't report this to PayPal because they closed the dispute related go this purchase. How do I get PayPal to hear this complaint?
