I placed an order with an online website and the guy never send the item. His payment took me through Paypal which I did as a guest. I have the email from Paypal with their information but it's impossible for me to file a claim because I wasn't logged in. Is there an email for Paypal or some other way for me to request a refund? This guy doesn't answer email or phone.
