I’ve been scammed — No refund in sight?

I twice bought from a website online, only to find out via reviews and comments that the images were stolen from vloggers and beauty youtubers and such. I already attempted to email them 2-3 weeks after my purchase (one purchase made August 22nd, another the 30th) and am continually being told my items are “on their way,” but they never show and my shipping labels they’ve given me dont work either. I filed a report with paypal to which they replied with a shipping label. This is frustrating because I know my items aren’t coming in and they are sending random numbers to slip under the radar. How do I just get the refund I asked for with no stress? That’s all I want.
