How is Paypal continuously allowing people to sell counterfeit/pirated books and materials?

I came across a seller selling counterfeit and pirated materials such as books, and university exam papers. He/She is by no means authorised by Pearson or given rights (and other book authors) to sell these materials and PayPal seems to be allowing these transactions to take place easily. Those who have purchased such illegal content is unable to seek a refund after some number of days. Reported to Paypal once, heard that his/her Paypal account got frozen, but he/she seems to be back at it again.
