Hard to explain situation

I bought a digital movie code from a seller online using guest checkout. The seller won't give me the code even though my receipt from PayPal says it's paid. The merchant is telling me that PayPal had a hold on the money because of something on my end. I have only received a receipt from PayPal, nothing saying I need to do anything else. They merchant won't refund my money because they say they don't have it. PayPal customer service is closed so I can't get a resolution from them. I'm out $125. I've never had a problem with guest check out before. I do not have a PayPal that is associated with the email I used for this transaction.

If you need to open a dispute for a 'guest buyer' transaction then you can.......


1. Phone Paypal customer services and see if they will open one for you (sadly not an option at the moment due to covid).

OR
2. Contact your card issuer for a chargeback.
