Got GST Tax Invoice

I have got GST invoice "Charges for services provided for the period from 1 October 2018 to 31 October 2018." for the amount INR 636.51 along with IGST(18.00%)  INR 114.57 , so total amount is INR 751.08

My 1st question:

is that GST invoice of INR 751.08 already deducted from my paypal amount and paid to GST India Department OR I needed to pay INR 751.08 to GSt India Department ?

My 2nd question is what is IGST(18.00%)  INR 114.57, why it is including in total amount>
